Central Institute of Civil Service (Lower Myanmar) was established as Central Public Training School since 1st January 1965. And then it was upgraded to a status of Central Institute of Civil Service (Lower Myanmar) in 7th May 1977.

Central Institute of Civil Service (Lower Myanmar) is situated in Yangon Region, which is about eighteen miles north of Hlegu Township, 50 miles from Yangon City and near Phaunggyi Village estimate indicative map KV- 015893. Central Institute of Civil Service (Lower Myanmar) consists of picturesque (3951) acres, at present (2549.39) acres. In order to train civil service personnel the Central Institute of Civil Service has formed two main divisions. These are Administrative Division and Training Division. Administrative functions are under the control of the Pro-rector (Admin), while training activities are supervised and managed by the Pro-rector (Training).Under the Training Division, there are three main departments namely Education and Training Department, Training Affair Department and Research and Development Department.

  • According to the original organization structure, Education and Training Department is responsible for six faculties: Management Department, Department of Economics, Political Science Department, Sociology Department, Law Department and Military Science Department to be able to conduct effective and efficient training programs in line with the knowledge age. In 2016, CICS has been expanded it’s organizational structure with the aim of the effective civil service personnel. It’s training approach also changed from Semi-Regimental Training Approach to Education and Competency training Approach and the Civil Services Academy had been established under the guidance of the UCSB in January 2017.At present, there are eight Faculty Departments namely Department of Management Studies, Department of Economics, Department of English, Department of Social Science, Department of Law, Department of ICT, Department of Political Science and Department of Defense. Therefore, Education and Training Department takes the responsibilities of Training concerns such as review, revise and innovate the methodologies of delivering lectures, curricula and syllabus of each course etc.. by coordinating and collaborating with Faculty Departments.
  • To nature ethic, merit- based and responsive Civil Service Personnel by providing quality and effective training programs that can transfer knowledge and skill for their work places.
  • To implement the Civil Service Training Policies that is formulated by Union Civil Service Board effectively and efficiently
  • To develop and implement better and effective training programs
  • To review, revise and innovate the methodologies of delivering lectures, curricula and syllabus of each course
  • To adopt the teaching techniques for enhancing team skill and social skill of trainees
  • To implement the e-learning system
  • To support training of trainer programs for capacity development of teaching staffs in line with the modern knowledge age
  • To prepare new training programs which can ensure to enhance the skills and competency of civil service personnel
