Central institute of Civil Service (Lower Myanmar), the first civil service training institute in Myanmar, was founded in 1965. It is renamed as Civil Service Academy (Lower Myanmar) on 1-6-2022. Civil Service Academy (Lower Myanmar) plays an important role for enhancing capacity building in accordance with the level of civil service. The Motto of Union Civil Service Board is “ A Stronger Nation, A Stronger Civil Service” which means that civil service are essential for Nation’s development. Similarly, the Motto of Civil Service Academy(Lower Myanmar) is “ Cooperation of the Civil Service and Public creates a Nation” that is civil servants are the interface between the  public and the government. Moreover, they are pivotal role of Nation’s mechanism to be better.

The objectives of Civil Service Academy(Lower Myanmar) are to train the basic training courses for  civil service and pre-service who can lead providing to be a good governance, to open training courses  continuously  Mid-level officials course, senior level officials course, Executive level officials course and to hold the capacity enhancement courses, refresher courses and workshop under the supervision of Union Civil Service Board.

There are two main divisions in Civil Service Academy(Lower Myanmar); Division of Administration and Finance  and Division of Training. The responsibilities of Division of Administration and Finance are to provide for opening with the regular courses and special refresher courses of Training Division. The  functions of  Training Division are to arrange the training program annually and to deliver dynamically all of the training courses from eight departments; Department of Management Studies, Department of Economics, Depart of Law, Department of Political Science, Department of Social Science, Department of English, Department of ICT and Department of Defense.

In briefly, Civil Service Academy (Lower Myanmar) under the guidance of Union Civil Service Board, is delivering training to civil service personnel for improving their knowledge, skills and abilities (KSAs) towards building a good governance. And, civil services have  not only to fulfill the public needs but also to build public trust.
